Default can't capture cities
have 3 crowned heirs, bombard rebel cities into oblivion and it still won't overtake them?????????????

You keep sending out one of your Heirs until it reaches 100 to the same destination.

to take the rebel city you need to take the citys loyalty to 20 or lower to take the city and then send the heir. plus you will need influence points to take the city
